The Health Insurance Portability and Accountability Act of 1996 includes important protections for millions of working Americans and their families who have preexisting medical conditions or who could be subject to discrimination in health care.
The Act also contains very extensive and complex confidentiality and record keeping requirements as well as protections. Complying with these protections is itself a highly complex undertaking requiring substantial training, information dissemination and new data processing capabilities.
HIPAA presents a challenge to the entire health care field, including the system of services devoted to persons with intellectual and other developmental disabilities.
